The Biggs Rapids/Sam Hill Bridge (US 97) provides a vital link between Oregon and Washington and in 2009, the bridge was given a more durable concrete deck containing epoxy-coated reinforcing steel. The previous bridge deck was deteriorating at a rapid rate, requiring excessive and costly maintenance repairs.

The repairs to the 12-span bridge, enabled weight restrictions to be lifted from the heavily traveled trucking route. Lighting and guardrail improvements were also provided.

The deck removal and replacement took two construction seasons and totaled 230 working days.
